Both Cowley County-area representatives voted in support of allowing people as young as 18 to carry concealed weapons, under a bill that won final passage last week in the Kansas House. The proposal would require 18 year olds to complete training and receive a license, something 21 year-olds no longer have to do in Kansas, unless they want to conceal carry in other states that require a license. Kansas State Representative Bill Rhiley said that the bill puts Kansas in agreement with other states for residents to conceal carry across state lines. Rhiley also said that the process for obtaining a concealed carry permit requires several steps, including training and cost for a background check, and that those who do not understand should take an 8 hour course. Kansas Representative of Mulvane said she believes House Bill 2326 is a well written bill, establishing a critical Second Amendment right to all adults and consistency in state laws and that training should be required.
